  Many Chinese take for granted that the current Westphalian system is immoral, legalistic and encourages war. Imperial China's Sinocentric hierarchical world order thus is seen as the solution rather than the problem. Since Chinese culture is taken to be superior, many feel that it is the duty of patriotic Chinese to spread Chinese values, language, and culture not just in Asia, but around the world. Tianxia provides us with a heuristic device for understanding how Chinese elites view their role in the world, and the world itself. Its power emerges not necessarily from its arguments - which as we saw above are quite broad and vague - but from its position in a network of debates among public intellectuals, state intellectuals and political leaders about China's role in the world as a major power.


  The External Challenges China Faces during Its Rise


  Chinese government seems to believe that its tough performance on foreign affairs can help to placate the public. Then how to deal with the role of public opinion? In history, when both the public and officials were full of conceit, it mostly came to no good. Since that raises the public's expectation to the authority, it is neither the blessing of the country in the long run, nor dose it benefit to the authority in the short term.

  The indisputable "reform" in those days faces serious challenges now: introspection of "reform". And the new boundary between friends and foes is forming. In recent years, an interest in Mao Zedong is rekindled in the lower classes and some websites, which shows that the demands of new social integration and political expression ( to distinguish the friends from the foes anew ) do exist. As to whether, and in what kind of form, such demands can be satisfied, they could only be found in the future.
